PERSONALITY:
Perhaps the most obvious thing one can observe from Reisen is that she has a serious and hard working personality with good common sense. When something needs to be done, and assuming it's something she is capable of, she will get it done. If it's a short term project, she tends to not let anything distract her if she can help it... well, of course, unless something really serious comes up. She's certainly not singlemindedly going to ignore everything around her, but the point being she generally won't relax from the work unless it's something that is long term.
Reisen is certainly capable of taking it easy, however. She is definitely not the type to work herself to exhaustion, and really she would prefer to take it easy as much as possible. Obviously she's not lazy by any means, she just knows how to appreciate time off. She's certainly not wound up so tight that she can't appreciate a good joke. Pranking, though... well, she really hates practical jokes. A lot.
Over all, Reisen is easy to get along with. She'll pretty much treat most people with the same respect that they give to her. If somebody is a jerk to her, she won't bother to be pleasant to them. To some extent this even applies to children, though Reisen is more likely to be softer with them and try to steer their development in a more polite direction if they're rude.
It should be noted that, despite her profession, Reisen has not taken the Hippocratic oath. She was mostly apprenticed, after all, and the person who taught her didn't particularly think it important to inflict it on Reisen. However, unless the patient is somebody who she believes to be truly dangerous if left alive, she will still do whatever she can to save the lives of those around her who require her medical expertise.
Reisen does not consider herself a leader, and by no means is in any hurry to take the lead. However, on few occasion her military training has proven invaluable in taking down certain threats. She is intensely uncomfortable leading large groups though, and tends to let others take the lead. She is okay with taking charge of one or two people, though. On the other hand, if it's just merely leading people to safety (a group of civilians or whatnot), she can handle that.
While Reisen is generally sort of unflappable and hard to fluster, she has a hard time not getting anxious or nervous around the reckless sorts. She has a tendency to yell at these kind of people, trying to assert some kind of common sense into them. Of course, if this person happens to be an enemy, she's more liable to just optic blast them or something. Teammates with this kind of behavior, of course, aren't so easy for her to deal with.
POWERS/ABILITIES:
Wavelength Manipulation: Reisen's eyes are able to perceive and manipulate all sorts of different wavelengths.
First of all, she's able to perceive a person's wavelengths that determine their sanity. Tweaking this will either drive them insane or make them... lazy. Perhaps it's more accurate to say that it controls how “worked up” somebody is, but driving it towards the extreme end of worked up does generally induce a form of insanity. If she's familiar enough with a person, she's likely to be able to tell if they've been telepathically manipulated or not. Exerting her power to bring somebody's wavelengths back to normal will help the person shrug off the manipulation, but it's not for certain; especially if the manipulator is actively trying to keep control.
Secondly, this ability allows her to perceive and manipulate light waves as well as sound waves. She can create both auditory and visual illusions, including making things invisible and inaudible. Unless somebody's an expert and knows to account for her perception, Reisen is generally able to identify false images and sounds produced by somebody else. This goes for telepathically induced hallucinations as well, if the telepath doesn't know to replicate how Reisen perceives things. Of course, if Reisen's ability to 'judge' that an image is false is hindered, then that won't matter.
Lastly, she's able to agitate the area directly in front of her eyes to form a concussive optic blast. It basically operates the same as Cyclops' signature ability, though due to how it disrupts wavelengths she can't keep a constant beam going. Pretty much she can only shoot one blast at a time and not keep one going consistently, but there's not really a significant cool down required between each shot.
As far as physical mutations go, she has a odd pair of rabbit ears and a cotton-ball tail.
Mundane wise, she knows a simple but brutally effective form of close combat that can be pretty much equated to the CQC in the MGS series. She also has had extensive training in firearms, mostly with things like handguns and rifles, as well as small blades and bayonets.

The lower class didn't have family names, one of many ways that the noble class distinguished themselves from them, and thus Reisen at this time only had one name. It also had a harsh military program for its lower class, which took the eldest born of all families to put them into training camps.
Reisen was, of course, one of these people. While the training is difficult, she did manage to get through it well enough. Officer ranks were only given those of 'noble' families, as a general rule, but there were a few outstanding individuals at times that managed to attain rank without having a privileged bloodline. Reisen was... not one of these people. In fact, she had a hard time getting any friends or anything.
After some time, when Reisen was 16, the country came under unexpected attack. While it was never confirmed, there were always suspicions that it was a mercenary group that had been hired by the United States due to their interest in the country's resources.
The moon rabbit was, obviously sent out on the front lines to help deal with this invasion force. Though their first few engagements were successful, it was during one particularly stressful encounter that it happened. Her mutation woke. She felt a burning sensation where her physically visible mutations began to grow, and her vision was suddenly clouded with the sight of... wavelengths. In her panic, she tried to brush aside whatever it was she was seeing as she fled. As she did, both friend and foe were suddenly overcome with either extreme lethargy or... outright insanity and frothing of the mouth. It certainly didn't help her to see this, and so... she ran as far as she could.
Reisen had no idea how far she ran, but she soon found herself in a small and isolated mansion. It was really plain luck. The residents of the mansion were... strangely few. And one was a definite surprise. An exiled princess of her country, as well as a certain doctor.
Upon the princess's insistence, Reisen found herself taken in by the two. It was the two that gave her the additional names of Udongein and Inaba, and she would live with them for quite some time. The doctor's main area of expertise was pharmacology, and she took Reisen as an apprentice. In return for the hospitality, Reisen more or less became their housekeeper. Unlike Reisen's canon history, though, she was not sent out to deliver medicine to a nearby village. Mutants were, after all, an extremely rare case in that country and would most likely draw unwanted attention. Through the doctor's connections, Reisen became an officially licensed physician, pharmacist, and pharmacologist.
But the doctor decided at some point that Reisen needed to see more of the world, and arranged to have her sent to the states when she had learned of the Xavier Institute. Reisen soon became a valuable member of their medical staff, as well as an effective X-Man in her own right.
In one of her more notable missions, she was sent to defeat a certain “Tenshi Hinanai”. After Tenshi was inducted into the ranks of X-Men... Reisen somehow found herself saddled with the responsibility of reigning in Tenshi when necessary. In the end, the two became partners of sorts...
Reisen doesn't always spend her time at the institute, however, and sometimes visits medical seminars to stay up to date on medical advances. It certainly helped that she could use her ability to hide her ears and tail from sight.
